Chelsea Guffy is the Chief Legal & Compliance Officer at Spence-Chapin Services to Families and Children, where she specializes in providing legal consultation on all agency matters and ensuring the agency maintains necessary licensure to support all programs. Chelsea is proud to serve an organization with such a strong legacy in the field of adoption. Chelsea began her career on the legal team at Spence-Chapin when she was a student at CUNY School of Law. While at CUNY, Chelsea was a student advocate with CUNY’s Human Rights and Gender Justice Clinic focusing on issues related to juvenile justice, incarceration of minors, and depriving children of liberty. She also interned with the Gladney Center for Adoption where she worked with an interdisciplinary team of social workers and medical professionals to help move children with special needs out of institutionalized care. Taking CUNY’s motto of “law in the service of human needs” with her, Chelsea has pursued a career in advocating for a child’s inherent right to family. She has had the unique opportunity to volunteer at institutions and children’s residential medical facilities in China, Russia, Bulgaria, and South Africa. Chelsea brings particular passion to serving children with special needs.
